Project Responsibility: LtCol Robert H. Barrow USMC (Ret) served twenty one years on active duty in the United States Marine Corps as an infantry officer and served in a wide variety of command and staff positions. Prior to retiring he was the G 3 (Director of Operations) for Marine Forces Central Command. LtCol Barrow is the principal in charge of all aspects of daily operations for CaptureMast. Selected Project Experience: Port of Tampa Trade Mark Metals Mega Shredder Project manager for the construction and installation of this project. Director of Operations, Marine Forces Central Command Tampa, Florida 1999-2001 Responsible for the operational training, readiness, and possible contingency deployment of an 80,000 man organization. Charged with the oversight and periodic review of the Marine component tasks associated with U.S. theater contingency war plans used in support of national strategic interests within Central Asia, the Middle East, and the Horn of Africa. Selected to lead a four man U.S. planning team to Addis Ababa Ethiopia at the request of President Clinton’s designated U.S. Special Envoy, Anthony Lake, to work with the Organization of African Unity (OAU) under the broad auspices of the United Nations, to devise a military peace support plan that would involve 5,000 peacekeeping forces from eight African and European nations that included aviation, logistical, ground, and communications support for these forces that were to deploy along the 750 mile disputed border between Ethiopia and Eritrea. Lead architect of the U.S. military participation in the implementation of the Department of State lead efforts for the African Crisis Response Initiative (ACRI) in Kenya. Program cost $2.5 million. ACRI charter is to train African nations to respond to humanitarian crisis and peacekeeping missions in their region in order to foster regional self-reliance, international legitimacy, and to reduce African dependence on Western and European countries. Director of Operations, 15th Marine Expeditionary Unit Oceanside, California 1997-1999 Singularly responsible for the planning, training, coordination, and embarkation of a 2,500 man force aboard three U.S. Navy ships deployed to the Middle East in support of U.S. foreign policy initiatives and Department of Defense and State engagement activities with the countries of the Middle East. Managed an annual operating budget of $800,000 dollars with a staff of over 100 personnel and was responsible for the operational readiness of equipment valued at over $300 million dollars to include over 200 vehicles and 28 helicopters and six jet aircraft. Conducted extensive operational, policy, and security briefings with U.S. Ambassadors, foreign diplomats, and foreign Chiefs of Defense from Kuwait, Oman, Kenya, Saudi Arabia, and Bahrain. Joint/Combined Exercise Planner J3-E US Central Command Tampa, FL 1994-1997 Lead exercise planner for the countries of Pakistan, Oman, and Qatar. Lead planner for the Marine Corps Component for Marine Expeditionary Unit (MEU) exercises for the USCENTCOM area of responsibility and the lead Army/Marine pre-positioned afloat asset (MPF/APA) exercise planner. Coordinated all aspects of service participation to include scope of forces, command and control of units, RSOI, use of live fire ranges, and detailed coordination with host nation military planners and participating unit leaders. Additionally responsible for the strategic lift budget planning and subsequent movement of all forces deploying in support of each exercise via either air and/or sealift assets. Director of Operations, First Light Armored Vehicle Battalion Oceanside, Ca 1991-1992 Responsible for the planning, coordination, and execution of all aspects of the 900 man organization’s training requirements while working within the parameters of a $2.5 million dollar annual operating budget. Oversaw the above activities with a personal staff of 20 people. Activities included the procurement, receipt, accounting, repair, storage, issue, disposal, and maintenance of all stock levels used in support of a 175 vehicle motor pool with each vehicle valued at over $300,000. Planned and executed two highly successful counter narcotics operations involving over 200 men operating in the Angeles National Forest and along the southwest Texas border in conjunction with the DEA, Department of Commerce, and U.S. Border Patrol in combined efforts to reduce the import, and distribution of illegal drugs. |
